Hiring Range: Commensurate with Education and Experience Overall Position Competency: EHRA Description of primary duties and responsibilities: Primary Purpose of the Organizational Unit:

Business and Finance is responsible for supporting the university's teaching, research and public service mission by providing quality business and administrative services to the FSU community and ensuring transparency in planning and budgeting.

Primary Purpose of the Position:

The Assistant/Associate Vice Chancellor for Finance ( AVCF ) reports to and serves as a deputy to the Vice Chancellor for Business and Finance ( VCB &F) for all financial affairs. The AVCF also collaborates with other university leaders and their staff on initiatives and projects that cut across divisional boundaries. The AVCF provides day-to-day management and leadership for the financial operations of FSU . The AVCF will foster innovation while providing administrative leadership and direction, setting goals and priorities, and reviewing financial operations and business functions. In addition, this position supports efforts to ensure financial information is transparent and accessible to all members of the College community and promotes strategic, comprehensive, and data-informed decision-making. The AVCF brings an analytical as well as policy perspective to financial operations, toward new or proposed projects and transactions for which financial analysis ( ROI , cost/benefit, cash flow) is needed in order to help senior decision-makers arrive at sound business decisions. Description of Work Continued: Duties and Responsibilities:

1. Leads and directs the financial functions in planning, accounting, enterprise financial and reporting systems, financial reporting and analyses, reviewing and developing key financial processes to ensure compliance, integrity and cost-effectiveness. Establishes accounting policies and procedures for the University's accounting and financial transactions, ensuring they meet standards of internal control and compliance.

2. Responsible for planning, directing, overseeing and certifying all year-end financial reporting activities including timely GAAP financial statements, work papers, external audits, and related financial year end close activities. Analyzes and makes recommendations for application of generally accepted accounting principles within the University's financial reporting and accounting environment and in accordance with GASB ; monitors regulatory environment to plan for and communicate impact; Directs the preparation of all financial statements and reports, including income statements, balance sheets, grant reports, tax returns, and governmental agency reports.

3. Establishes and maintains comprehensive internal controls designed to mitigate risk, protect assets and support the financial infrastructure of the university. Designs internal controls that provide assurance in achieving specified objectives in 1) effectiveness and efficiency of operations.
2) compliance with laws and regulations, and 3) reliability of financial reporting. Manage the University Controller function; to include: a. Financial reporting, general accounting, Comprehensive Annual Financial Reporting ( CAFR ), tax compliance and reporting, capital asset accounting, university cash management, banking operations, NCAS reconciliation, fund authority oversight, PCI compliance program in accordance with banking industry standards. b. Serve as liaison for compliance programs; state audit, and regulatory and informational request reporting to UNC System Office, Office of State Budget and Management ( OSBM ), Office of State Controller ( OSC ), Office of State Treasurers Office ( STO ), Office of State Human Resources ( OSHR ), and the NC General Assembly.

4. Responsible for the University's financial systems of record, tracking, reporting systems and accurate and timely accounting and financial services, ensuring adherence to sound accounting principles and financial reporting standards. Provides guidance, support tools, and documentation to help units across campus manage financial related processes.

5. In coordination with the Office of Budget and Planning prepares financial reports for the Board of Trustees and management to assess the financial health of the University and support decision-making.

6. Manage University Treasury operation to include debt management reporting, debt disclosure requirement, endowment operations, foundation accounting and financial reporting for affiliated and associated entities.
7. Manage the Student Account/Bursar operation for billing, collection and loan issuance services. PCI compliance program in accordance with banking industry standards.

8. Manage personnel functions, maintain a collegial working environment within the Finance department and adhere to applicable personnel policies. Recruit, recommend for hire, train, evaluate, lead, and motivate staff. Organize unit to meet workload and customer service goals within budgetary constraints. Establish performance standards; evaluate employees and assist managers with staff goals and training plans. Work with managers to improve and maintain staff morale.
9. Other duties as assigned. Minimum Education And Experience Requirements: Master's degree in business administration or related field; or a Bachelor's degree in accounting, management, finance, or business administration with substantially equivalent experience will be considered; five to seven years of progressively responsible financial management experience (or equivalent combination of education and experience) in a related field. Knowledge, Skills And Abilities: Preferred Qualifications:

  • Certified Public Accountant ( CPA ) license.
