Position Purpose:

Provide counsel, advice, and assistance to Corporate and Field Management in understanding and applying Human Resources policies, practices, and procedures that will attract, retain, motivate and enhance the productivity of employees.

Major Responsibilities:

Assist management in developing and implementing an effective employment process.
*

Assist management in the development and implementation of an effective affirmative action program.
*

Assist management in achieving company employee relations objectives.
*

Serve as an instructor on topics of personal expertise such as interviewing skills and performance management.
*

Counsel management regarding compensation practices.
*

Conduct salary surveys as required to assist in the bidding of Government Contracts.
*

Assist management in establishing and maintaining an effective performance management program. Counsel Managers on performance issues and corrective action procedures.
*

Provide counsel on benefit plans to managers, supervisors and employees.
*

Assist management in maintaining effective employee communications.
*

Coordinate with the Human Resource Director on matters pertaining to site human resources issues.
*

Assist with union questions and concerns.
*

Responsible for city, state and federal reporting requirements.
*

Perform other duties as assigned by HR Director to help the company achieve business objectives.
*

Responsible for achieving and maintaining error-free performance as the Company s standard of quality service.
*

Supervise Human Resource Representatives and Specialist.
*

Perform other duties as assigned.

Qualifications and Experience:

Qualifications:

College degree in related field with 5 years of Human Resource Management experience or a combination of education and experience.

PHR or SPHR certification is strongly preferred.

Proven leadership skills.

Proven success in team building with excellent organizational and communication skills.

Proficient in Microsoft Office (Word, Excel, Power Point).



Experience working in a union environment, preferred.

Knowledge of the Deltek software programs (Time and Expense program, Costpoint People Module, and Cyber Recruiter program), is a plus.
