Mid-Carolina Regional Council seeks a highly motivated, team-oriented professional to join the Mid-Carolina Team as a Business Services Manager for Workforce Development. The Business Services Manager for Workforce Development will be working across the Mid-Carolina Regional Council's Region. As a member of Mid-Carolina Regional Council's Local Government Services Department, the Business Services Manager for Workforce Development will act as a key member of the senior management team and assist the WDB Director and Deputy Director in establishing strong and cohesive business relationships. The Business Services Manager should be a quick and agile thinker that can adapt their skills, knowledge and experience to develop creative strategies addressing unique situations and challenges. It will be expected of the Business Services Manager to thrive in a fast-paced environment, where each day is different and focus on working productively, either independently or as a team member, to accomplish the mission. Possess the ability to present information to individuals or groups and present on a moment's notice about programs and services.

With offices in Fayetteville, Mid-Carolina Regional Council is a voluntary coalition of local governments and functions as a multi-county planning, development, and human services organization. The Council reaches across county and municipal borders to provide technical assistance to our local governments and to administer programs that benefit our region's citizens. The Business Services Manager will work under the general direction and supervision of the Workforce Development Board (WDB) Deputy Director. Must be able to work independently, making operational and administrative decisions within MID-CAROLINA BOARD's established policy. The Business Services Manager will supervise the business services staff and may act as the team leader for NCWorks Career Center Employer Representatives, at the discretion of the WDB Director, to align/coordinate area and regional plans to engage businesses. Duties and responsibilities will include but not limited to:

- Oversee Business Services Team

- Structure strategies that will help businesses meet their workforce needs by connecting talent to jobs

- Build strong employer and business pipelines with human resource directors/managers, business suite executive, i.e., owner, president, CEO, COO.

- Engaging private-sector employers with collaborative partners to identify workforce, economic development, and education needs

- Building long-term relationships with employers

- Developing comprehensive solutions with collaborative partners that meet the needs of employers and enhance the employer's ability to fill talent needs

- Aligning to economic development strategies that are sector specific

- You will handle all aspects of Business Service, including engagement with Business Service professionals at the state level

- While you will focus on addressing Business Service needs, you must be able to prioritize and manage multiple projects simultaneously and follow through on issues in a timely manner

- Coordinate activities (program operations and planning) and ensure timely flow of information among business clients, community partners, team members and state program partners

The ideal candidate will hold at a minimum a bachelor's degree with a major in business administration, public administration, human resource management, planning, community and economic development or a related field. Candidate must be able to effectively interact with businesses, government staff and the region's citizens. The ideal candidate will possess a minimum of five years of management experience in business/business services, public administration, economic development, sales, or workforce development to include management/supervisory experience. Must exhibit work history with increasing levels of responsibility which includes an exceptional work experience history which may serve as a substitute for some of the education requirement. Candidate should have working knowledge of the following:

- Workforce development, economic development, and project management including but not limited to knowledge of federal and state workforce development initiatives, program development, personnel and organizational development, marketing, sales, and barriers to employment, reasonable accommodation, employment incentive programs, and federal Equal Opportunity guidelines/requirements

- Strong understanding and extensive knowledge employer interactions and needs assessments

- Strong leadership skills (ability to motivate and provide guidance to staff, management, and leadership).

- Strong knowledge of word processing, spreadsheet, technology, and computer skills.

- Exceptional customer service and interpersonal skills.

- Able to work with diverse customers with unique needs and communication styles.

- Excellent verbal and written communication skills.

- Ability to develop and maintain effective working relationships with management, coworkers, Board staff, and the public.

- Must have working knowledge of federal and state workforce development initiatives, program development, personnel and organizational development, marketing, budgeting and financial management, barriers to employment, reasonable accommodation, employment incentive programs, and federal Equal Opportunity guidelines/requirements

Mid-Carolina offers an excellent benefit package. The hiring salary range is $55,000-$67,000 depending on qualifications.
